Can the Custodial Parent Agree to Drop The Back Child Support?

If the custodial parent agrees to drop the past due child support, would the courts of Wisconsin allow it? my co worker pays his child support since he has had a job, but owes a back support of 9030.49 and they are charing interest on it. clearly he will never get done paying either back child support or interest. so if his ex does agree and decides to let the past due amount go so they can start off fresh, would the court allow that? i know he is paying the birthing cost and all other fee’s but its impossible to do any math equation, in which he is ever going to end paying. any suggestions would help.
