If my sons father is disabled, but not on disability payments, can he get out of paying child support in PA?

He said his doctor will get him a letter for the DPW and imminent conference stating he is unable to work. If he isn’t mandated to pay, then can I recieve cash help for him based on my inability to collect child support??

You are entitled to the money. If he does not have any money, he can’t pay it.

That does not mean you get a handout, though.
